“Some of our earliest writings coming down from Egypt are the bureaucrats of the king giving advice to young bureaucrats,” OCPA distinguished fellow J. Rufus Fears pointed out in a recent lecture on the birth of civilization. “And the most basic advice would be familiar to any bureaucrat today. It is: Never make waves. Do what you’re told. Never let anybody go away mad from you; promise them anything that they want, but then don’t do it.”
