This bill amends the Compete with Canada Film Act in Oklahoma. It modifies the definition of "high impact production" to allow the Oklahoma Film and Music Office to set additional requirements for certain productions. The bill provides for flexible film expenditure rebate amounts, with a maximum of 35% after the effective date of the act. It modifies the limit on total rebate payments in a single fiscal year and eliminates an exception to the limit on rebate claims. The bill also limits payments to the availability of funds, subject to specified exceptions, and modifies the amount apportioned by the Oklahoma Tax Commission to pay the rebates.

Amends existing laws to require state agency budgets to include information on federal funds under the agency's control, including details on any required or prohibited actions as a condition of receiving the funds. It also requires certain political subdivisions of the state that maintain a website to make an annual disclosure of the federal funds they control and the programs they are used for.

Prohibits certain healthcare entities, such as medical service or care corporations, hospitals, insurers, and other third-party payers, from reporting medical debt to credit bureaus or pursuing collection activities, unless the entity can demonstrate that the patient was presented with and agreed to the total cost of all healthcare services prior to receiving the services.

This bill establishes a sunset date of July 1, 2021 for the Oklahoma Merit Protection Commission, which is responsible for overseeing state employment practices.

Creates the COVID-19 Product Protection Act, which establishes immunity from certain civil actions for persons or entities that design, manufacture, label, sell, distribute, or donate disinfecting and cleaning supplies or personal protective equipment during the COVID-19 public health emergency. The immunity applies to both the providers of these products and the entities that utilize them, with some exceptions if the provider had actual knowledge of a defect or acted with deliberate indifference or intent to cause harm.
